Supporting a process of stakeholder consultation has been central to the 3S Study. Stakeholder participation is one of the key principles of IWRM but putting this into practice in a way that allows for meaningful and constructive discussion about substantive issues is always a challenge. There are by definition varying degrees of participation. It is always possible to be more participatory and to improve participatory processes.

Consultative Workshops in Lao PDR PDF Print E-mail

The Sekong Basin consultation workshops were organized by Water Resources Department of Lao PDR (WRD) and experts who have a vast experience in the workshop facilitation based on the participatory approach. Two separated workshops were organised : one in Sekong province on 22-23 March, 2010 and the second in Attapeu province on 25-26 March, 2010 .
The workshops were very successfully implemented. Participants of this workshop were local authorities at the province and district levels and the community representatives from difference districts in Sekong and Attapeu provinces which are located in Sekong River Basin.

Scoping for Cumulative Impact Assessment (CIA) of Hydropower on the Sekong, Sesan, Srepok Rivers PDF Print E-mail

The purpose of these meetings with various government stakeholders was to present the concepts and approaches for assessing the sustainability and cumulative impacts of hydropower development on the 3S Rivers. The views of key stakeholders were sought in identifying the key issues to be included in a scoping document for a CIA. This tool is one of the principal outputs of the 3S project and will contribute towards the national and regional workshops to be held in the first half of this year. The meetings were hosted by the National Mekong Committees in each of the three countries and were organized either as part of a BDP Coordination Unit meeting, as in Cambodia on 22 December 2009, or stand alone half-day meetings as in Vietnam on 24 February 2010, and in Lao PDR on 5 March 2010.

The Cambodia Water Partnership (CamboWP) is established as the Country Water Partnership (CWP) of Cambodia, a network that liaises with agencies, institutions, businesses, social entities, professional associations, scientists, NGOs, and water users inthe water sector and its related management areas. The overall goal is to support the country in the sustainable management of its water resources through an IWRM approach.

Transboundary Meeting in Buon Mae Thuot, Viet Nam, May 31st and June 1st, 2010...Stakeholders from Cambodia, Lao PDR and Viet Nam agreed on vision for 3Ss PDF Print E-mail

Under a join MRCS-RETA (ADB) 3Ss initiative, over 130 Cambodian, Lao and Vietnamese stakeholders from the Sekong, Sesan and Srepok river basins met in Buon Mae Thuot, Viet Nam to discuss visions for the future and how to strengthen collaboration and coordination for managing water resources. Managing water is central to meeting each of the countries’ development ambitions, and decisions that are made today will have far-reaching implications for the future of the 3S basin.  There is enthusiasm in building a shared vision of the future of 3Ss.

There was an overwhelming agreement that balance between development and protection of resources, ensuring mutual benefits for all three countries and equitable sharing of benefits to the people are the key principles for this common vision.   Visioning is a process that requires time for consultation in order to engage different stakeholders effectively to build consensus on core values. The ADB 3S Study has carried out this process with communities, district and other stakeholders in all three countries.

Participants recognized that there has been dramatic change in the 3Ss basins over the last two three decades. Changes in the landscape and natural resource base can be clearly observed in parts of the basin, and similar changes are starting elsewhere in the basin.

Changes have brought many benefits with improvements in wellbeing and livelihoods for many people. But many people still remain poor according to some of the most important indicators – in terms of food security, health and access to safe water.

Participants expressed concern that the 3S basin may well be approaching a critical crossroads. With growing demand and pressure on water resources for food, energy, domestic and urban use, being able to meet long-term development objectives will depend on managing water and land resources,

This will require improving the way that development is planned and implemented, and improving the way that land and water resources are valued, conserved and used.

Building capacities for effective cross-border and IWRM based development in the 3Ss basins PDF Print E-mail

The National Mekong Committees (NMCs) of the governments of Cambodia, Lao People’s Democratic Republic (Lao PDR), and Viet Nam jointly requested Asian Development Bank (ADB) support to strengthen the arrangements for cross-border collaboration in managing the Sesan, Sre Pok, and Sekong river basins (3Ss). For that purpose, it has been agreed to set up a Regional Technical Assistance (RETA) to address the need to improve coordination and beneficial impacts of future development initiatives.

Towards an IWRM based Road Map in the 3Ss...

The national workshops are the second in a series of 3 scales of workshop – that runs in a sequence of Consultative Workshops, National Workshops and Transboundary River Basin workshops.

The main purpose of the workshops is to draw on the Consultative Workshops in order to facilitate discussion towards producing the basic structure of a 3S River Basin Road Map that will focus on addressing current challenges and threats and improving collaboration and coordination at different scales within the river basins.

Hydropower Sustainability Assessment Protocol (HSAP) Workshop 10 – 13 November 2009, Vientiane, Lao PDR PDF Print E-mail

The workshop was conducted for 4 days from 10 to 13 November 2009 in Vientiane, Lao PDR and attended by 35 representatives from member Countries (Technical Review Group), MRCS, ADB 3S, and IHA (International Hydropower Association). (See the attached list of participants).  The purposes of the workshop were:

-To introduce the Hydropower Sustainability Assessment Protocol (HSAP) to participants made up of government line agency staff

-To test Section 1 of the HSAP – Strategic Assessment and to provide feedback to the Hydropower Sustainability Assessment Forum (HSAF) so that they can revise and improve the HSAP.

-To present the current development of the basin wide assessment tool being developed for the Mekong under ECSHD
